Steps on how to give this Feather effect to your Photos in Photoshop :-
So the first step is to select Quick selection tool for the selection of model in the image

Now using selection tool, select the model in the image

And press ALT and click to deselect a selection

Now press CTRL + J to create a duplicate of the selection into new layer

After that go to File and select New over there to create a new document

Now set the following in the pop up, Width : 1280px , Height : 720px , Resolution : 300 , Background content : White and then click OK

Then click on Create new fill or adjustment layer icon and select Gradient over there

After that in the pop up set the following , Gradient : Foreground to Background , Style : Radial , Angle : 90 deg , Scale : 400% and tick on Reverse and then click OK

Now go back to image where the model was present

And then select move tool and using it grab the model to newly created layer

Now press CTRL + T to scale the image and then go to View and then select Fit on screen to make the whole image visible to you

Now scale down the image to fit it in the document by dragging from one corner and press SHIFT while dragging to scale it evenly and then place it properly using move tool

Now click on Add layer mask icon

After that press CTRL + I which will fill the mask with black color and hide the model image

Now click on Properties icon

And reduce the density a little which will bring back the model image a little as we will require it to bring back the model image in the form of feather for best effect

Now select brush tool and then set the foreground color as white

After that click on Toggle brush panel icon

And then select any Feather brush from it and using it click on the image which will bring back the model image in the form of Feather

So like this way try bringing back the parts of the model in the form feather by changing the brush , it's size (press [ to increase the brush size and ] to decrease the brush size) , rotating it in the best possible way. It might take some time to bring the best effect as it is all about trial and error. ( Note : Press CTRL + Z to revert back a step)

Now again open the properties tab and bring back the density to 100% which will hide the extra parts of image

Now click on Create new fill or adjustment layer icon and select Gradient map over there

After that in the pop up click on Create clipping mask icon so that it only affects one underlying layer leaving the rest as it is and then set the Gradient as Violet, Orange

And then decrease the opacity of Gradient layer to 25%
