Steps on how to give this Watercolor painting effect to your photos in Photoshop :-
So the first step is to create a duplicate of the original image by pressing CTRL + J

Then hide the original image by clicking on the eye icon

After that right click on the duplicate image and select Convert to smart object over there

Now go to Filter and then select Filter gallery over there

Then expand Artistic folder over there and select Dry brush inside the folder

After that set the following :- Brush size : 2 , Brush detail : 8 , Texture : 1 and then click on Ok

Now again go to Filter and then select Filter gallery over there

Then inside Artistic folder select Cutout over there and then set the following , No. of levels : 8 , Edge simplicity : 0 , Edge fidelity : 2 and then click on Ok

After that double click on the Cutout filter's blending options icon

And then in the pop up set mode as Pin Light and then click on Ok

Now again go to Filter and then Blur and then select Smart blur over there

Then set the following , Radius : 5 , Threshold : 100 and then click on Ok

After that double click on Smart blur's blending options

Then in the pop set mode to Screen and reduce it's opacity to 50% and then click on Ok

Now go to Filter and then Stylize and then select Find edges over there

Then double click on Find edge's blending options

After that set the Mode as Multiply and then click on Ok

Now create a new layer by clicking on Create new layer icon

Then set the foreground color as white and fill that layer with white color using Paint bucket tool



Now hide that new layer by clicking on eye icon and then make the model layer active


Then select move tool and then using it place the face of the model in the middle of the document


After that unhide the new layer by clicking on the eye icon and make it active by clicking on the layer


Now go to Filter and then select Filter gallery over there

Then expand the Texture folder and then select Texturizer over there and then set the following , Scaling : 200% , Relief : 5 and then click on Ok

After that press CTRL + T and then expand the layer until a proper canvas paper texture effect is visible


Then set the Blending mode of the layer to Multiply

Now make the model layer active and then click on Add layer mask icon


And the press CTRL + I to invert it

Now select Brush tool and then make the foreground color as white and then click on Toggle brush panel icon



Now select any Watercolor brush from it and then click on the document using it so this will bring back model image in the form of Watercolor brush


So like this way try creating best watercolor paint effect by clicking on the document using brush and then keep changing the brush and also keep rotating it and change it's size as well
