Steps on how to create Paint splash effect in Photoshop :-
So the first step is to select Quick selection tool

Now using Quick selection tool just select the Model in the image as show below

After the selection click on Add layer mask icon

This will only keep your selection i.e model and remove rest of the background as shown in the below image

Now click on Create new fill or adjustment layer icon and select Solid color over there

Then set the color as white in the Pop up and then click on Ok

After that bring this color layer below model layer by dragging it

After that make the model layer active by clicking on the layer

Then press CTRL + J to create a duplicate of the layer

Now hide the original model layer by clicking on eye icon beside layer

Then right click on mask of the duplicate model layer and then select Apply layer mask over there

Then again right click on the layer and select Convert to smart object over there

Now go to Filter tab and then expand Stylize and then select Diffuse over there

Now in the pop up select Anisotropic option and then click Ok

Now we have to apply the same filter again so for that press CTRL + F (this will give you previously applied filter ) which will give you diffuse pop up so again select Anisotropic over there and then click on Ok

After that create a new group by clicking on Create new group icon

Now drag that group layer and bring it below model layer

Then make sure group icon layer is active and then click on Create new layer icon to add a new layer inside the group

Now right click on the model layer and select Create clipping mask over there

Now make the newly created layer active by clicking on the layer

Then set the foreground color as White and then select brush tool

After that click on Toggle brush panel icon

Now select any splash brush and then click on the document using brush which will bring back the model in the form of the brush

Now like this way keep changing the size of the brush (Short cut : Press [ to reduce the size of the brush and ] to increase its size ) , keep rotating it and keep changing the brush and create a nice effect by clicking on the document

So take your time for the best effect

Now press CTRL + ALT + SHIFT + E to merge all the layers into a single layer

Then right click on the merged layer and select Convert to smart object over there

After that go to Filter and select filter gallery over there

Then expand the Texture folder and select Texturizer over there

After that set the following , Scaling : 120% , Relief : 5 and then click on Ok
So this will give you your Paint color splash effect in Photoshop!
